The TGDC (Technical Guidlines Development Committee)

The chair of the TGDC is the Director of NIST.

HAVA section 221, 42 USC 15361, requires membership to include 14 other individuals, appointed joinly by the EAC and Director of NIST:

   (A) An equal number of each of the following:
            (i) Members of the [EAC] Standards Board.
            (ii) Members of the [EAC] Board of Advisors.
            (iii) Members of the Architectural and Transportation
                  Barrier Compliance Board
   (B) A representative of the ANSI (American National Standards Institute).
   (C) A representative of the IEEE (Institute of Electrical and
       Electronics Engineers).
   (D) Two representatives of the NASED (National Association
       of State Election Directors) selected by such Association who
       are not members of the Standards Board or Board of Advisors,
       and who are not of the same political party.
   (E) Other individuals with technical and scientific
       expertise relating to voting systems and voting equipment.

The NIST site lists two vacancies, one for IEEE and one for a second EAC Board of Advisors members, while the EAC page lists these as H. Stephen Berger and Sharon Turner Buie.
