Precincts Formation Rules
Below are summaries of important requirements of the
California Elections Code with respect to precinct formation.
They include:

Section 3005. If there are 250 or less registered voters in a precinct,
the elections official may furnish absentee ballots to all voters
and not set up a polling place.

Section 12105. The list of polling places must be published a week before the election.

A precinct shall not cross boundary lines for city, county,
and state elected officials, i.e. a precinct can include parts of
two city council or assembly districts or ...

Section 12223.
No precinct shall contain more than 1,000 voters
as on 88th day prior to the election.

Section 12225.
If United States entirely controls precinct and won't give permission
to set up a polling place, the elections official shall establish the
precinct as a mail ballot precinct.

Section 12260.
Elections officials may change the boundaries of precincts,
but must provide "any interested party" with full details including:
(1) All precinct boundary changes and alterations made within the
current calendar year and the immediately preceding two calendar
years.
(2) All precinct consolidations made within the current calendar
year and the immediately preceding two calendar years, specifying the
election or elections in which the consolidations were made.
