Here are some proposed changes to the California Elections Code. For more detail, see:
Public involvement: Make it easier for the public to find out information. Require Public Notice on the Secretary of State's web Site, not just in the Sacramento Daily Recorder. Provide more public monitoring opportunities on election night.
Problems at polls: First priority is letting voters vote without long waits, despite administrative or machine problems. This means adequate backup plans or letting people just write their votes on paper.
Audit: Require the manual tally to include absentee and early votes. Provide for additional precincts in the manual tally for selected races on request. Provide for a selective audit of the entire process by an independent agency (not just an audit of ballot counting).
Recounts: Standardize pricing of recounts. Speed up the process for recount of vote for Presidential electors (so it may complete before electors meet in December). Trigger automatic hand recounts in close races.
Applications for certification: Require more information to be available to the public well in advance of public hearing. Let public view system applying for certification. Vendors must agree to new conditions. Escrow all code, not just ballot tally software.
Cancellation of Registrations: Notify voter of cancellation. Notify public and parties in advance of mass cancellations.
Absentee ballots: No outsourcing of processing of absentee ballots. Notify voter if ballot rejected.
Limit of spoiling two ballots: This is being incorrectly applied on DREs and in general is probably discriminatory to people who have trouble voting. This should be deleted.
Duplication/corrections procedures for ballots: Always require witnesses.
Statement of Vote: Post in human and machine readible forms on web, and include totals by types of ballot.
